The BVI is small enough that a ceremony can feel private, and beautiful enough that nobody asks why you came.
Couples marry on White Bay, at The Baths (with a permit and an early start), on villa terraces in North Sound, and on the foredeck of a charter yacht with the rest of the fleet somewhere over the horizon. Marriage in the territory is handled through the Registrar in Road Town; most resorts and planners know the paperwork. A honeymoon here is often a week on the water rather than a week in one room — Cooper Island one night, Anegada the next, Jost for the last Painkiller.

A handful of guests, a captain who has done this before, and a sunset that does the decorating.

Skip the itinerary that tries to see everything. Pick a boat or a quiet island, swim twice a day, and eat lobster when the grill is lit. If you only go ashore once, make it The Baths at opening, then disappear back onto the water.
